1.        PURPOSE

The purpose of this Industrial Recommendation is to ensure a customer owned cylinder/valve package complies with national regulatory requirements, has not been compromised, and is safe for filling.
It applies to the following types of cylinder :
-        Cylinders owned by the Gas Industry, including recognised gas distributors.
-        Non-gas industry customers (customers normally using cylinders for their private u{e).
-        Marine cylinders are also subject to other (additional) specific AL requirements.



2.        FIELD OF APPLICATION
This document affects every Air Liquide cylinder fill facility employee and distribution personnel engaged in the manufacture, packaging, labelling, holding or distribution of product in customer owned cylinders.
This procedure describes the cylinder inspection guidelines and recommendations for customer owned cylinders (COC) offered for filling to ensure the integrity of the cylinder.
It is not the intent of this document to provide comprehensive pre-fill cylinder inspection requirements since these requirements are generally provided in more detail in the appropriate product filling procedures and are covered by RI_C.01.11.

For Marine cylinders, other  (additional) requirements apply (a new RI is under preparation and should be available in 2003).

4.        DEFINITIONS – ABBREVIATIONS

5.        REQUIREMENTS
5.1.         RECEIVING CUSTOMER OWNED CYLINDER (COC) FOR REFILL
5.1.1.        A cylinder filling operator must identify the owner of a cylinder and ensure that consent to fill the cylinder has been granted by the owner and by the AL management.  
5.1.2.        Each of the following methods is an acceptable means for assuring ownership and consent to fill a customer’s cylinder :
1.        A listing of cylinder ownership markings or registered symbols is available at the cylinder fill plant which identifies cylinders as being acceptable for filling based on previously obtained authorization from the owners.
2.        A signed statement by the owner, or by a representative of the owner, stating that they own the cylinder offered for filling.
3.        A signed statement by a representative of a company offering cylinders for filling stating that consent for filling has been obtained from the owner of all such cylinders.




4.        Evidence of cylinder purchase by the owner (relevant for certain cylinder exchange programs,  -  e.g. exchange full for empty)
5.1.3.        To prevent loss within the facility complex, each COC shall be marked, tagged or otherwise identified while it moves through the facility during the filling or maintenance operation.

5.2.         COC INSPECTION
5.2.1.        Each COC offered for filling shall be examined and must meet the current pre-fill inspection requirements for the intended product.  The inspection includes, but is not limited to the following :
1.        Verify the cylinder marks to ensure approval for use in accordance with  the respective national regulations (e.g., Department of Transportation, DOT, in the U.S.) for filling with the intended product.
COCs are not required to comply with RTS C.01.05.

2.        Verify the cylinder has the necessary pressure rating required for the product.

3.        Verify the cylinder is within the periodic retest requirement, if applicable.

4.        Verify the cylinder is clean and does not exhibit any fire or physical damage including unauthorized weld work or excessive surface grinding.

5.        Ensure the cylinder does not have illegal, falsified or altered markings.  Reference RI-C.01.05.

6.        Ensure the cylinder is not included in a list of recognized forbidden or recalled cylinders (e.g., for aluminum cylinders, reference RTS-C.01.01,                   and RTS-C.01.10). Such a list shall exist in all countries.






5.2.2.        Cylinder filling operators shall give special attention to cylinders received in the following manner :

1.        Cylinders from companies that are not industrial gas suppliers (i.e., auto repair shops, welding shops, etc… and that appear to own only a few cylinders.

2.        Cylinders that appear recently valved and/or are freshly painted.  If there is any doubt, the cylinder shall be internally examined and eventually hydro tested as needed, with the permission of the owner.

CAUTION :        Such cylinders may be undergoing a change of service.  Precautionary measures must be taken on suspicious cylinders when venting residual gas or purging the cylinder.

5.2.3.        Unless filling a new cylinder, cylinder filling operators shall assume a COC has been in various gas services and may have been exposed to moisture. (i.e., cylinder has not been in a dedicated gas service and may be wet).  

1.        Cylinders that appear excessively heavy upon moving shall be weighed and the appropriate tare weight verified before filling.  If the content of the cylinder or its interior is suspicious, the cylinder shall be de-valved and inspected internally.

2.        A cylinder, with markings indicating its periodic retest date can be extended (i.e., 5 year retest to 10 year retest) and whose inspection reveals the cylinder has not been maintained in a manner compliant with the requirement for extending the retest date, shall be retested before filling.

5.2.4.        Permission must be obtained from the cylinder owner before any cylinder maintenance is performed on the cylinder.




5.3.        COC VALVE INSPECTION
5.3.1.        Each cylinder valve shall be examined and meet the current pre-fill inspection requirements for the intended product and type of cylinder offered for filling.  The inspection includes, but is not limited to the following :

1.        Verify that the cylinder valve outlet is appropriate for the product (e.g., correct Compressed Gas Association, CGA, connection required in the U.S.) and the size of cylinder.

-         COCs equipped with valves that are not readily identifiable and/or valves that are questionable shall  NOT be filled.

2.        Verify the valve has the appropriate pressure relief device, if applicable, for the product and cylinder service pressure, as required by regulations and/or procedures.

3.        Ensure the valve does not have illegal, falsified or altered markings .Reference RI-C.01.05.

4.        Ensure that the valve has not been modified or incorrectly maintained.

5.        Ensure the valve is not included in a recognized list of forbidden or recalled valves. It is recommended to have a list for such forbidden valves.


5.4.        FINAL ACCEPTANCE
Cylinders that do not comply with the above requirements shall NOT be filled until the non-compliance is corrected.  If unable to correct the problem at the cylinder filling facility, the cylinder shall be returned empty to the customer.
